Negotiations proceeded until
September, 1906, without reaching a conclusion notwith-
-standing that on 16th. April, 1906, the Architects had
pointed out the danger of delay and intimated that they
would hold the Government responsible for any damage. On
the 18th. of September, 1906, there occurred the great
typhoon which caused such extensive destruction to ship-
-ping and property. This storm caused the entire demolition
of houses Nos. 88 and 90, Reclamation Street, and the
partial demolition of No. 92, and this was attributed
to the fact that the adjacent house No. 86, including the
party-wall between Nos. 86 and 88, had been pulled down
in anticipation of their reconstruction.

The owners of Nos. 88 92
brought an action in the Supreme Court against the owner
of No. 86 claiming damages for the destruction of their
houses and loss of rent alleged to have been occasioned
by the neglect of the owner of No. 86 to rebuild the party
wall which he had pulled down, and the latter raised the
defence that he had been prevented from doing so by the
action of the Building Authority in delaying the passing
